Everyone associated with the governance of a program or project should be clear as to their accountabilities and responsibilities. It is also important that these are:

  • Logical – for instance the Project Manager should not be accountable for the business case since that is not their role.
  • Consistent – for instance, it doesn’t work to have the SRO accountable for the program but not accountable for the program budget.

Concentrate on the key roles such as the SRO and committee members, the Program Manager, Project Manager etc.

Get the overall accountabilities correct first – accountability statements tend to be shorter and give high level direction to the responsibilities. E.g. the SRO is accountable for the success of the program.

Ensure these accountabilities are consistent with one another. The responsibilities can be developed from the accountability statements.
